Find Text in PDF scans the text layer page by page in your browser. You get page numbers and short snippets around each match.
Image-only scans without OCR have nothing to search. Use Edit PDF annotations or convert pages to images when there is no text layer.
When you need to change the wording, open Edit PDF, search again with Find in the editor, and replace on the live document.
